Pet urine damage to terrazzo floors

I just recently bought a 41 year old house with terrazzo flooring that had been covered with carpet for many years. The previous owner had a dog that has urinated all over the entire house! When we pulled the carpet up we discovered the terrazzo floors had deep urine stains and mold. The odor is incredibly strong. How can I get the odor & mildew out of the terrazzo so that when I lay down new carpet it will not return? Desperate in Orlando

The first step would be to neutralize the pet urine. You can get some special enzymes at the local pet supply house. Next I would go to a concrete supply house and purchase a silicone sealant that can be used on terrazzo.
